Now, I came up with a system for running this thing, heavily based on ~Rogue-Skies. These are notes I made at one in the morning a few days ago so bear with me a minute:
Fedora Inc. Mission setup:
The game will be ongoing, allowing players to join, leave, or take a break at any time. Every two months, there will be a new scenario in the form of a newspaper page. The headline would be something large-scale that affects everyone. Smaller articles would be more area-specific, pertaining mainly to members of a certain side, although anyone is welcome to incorporate them into their entry. Small articles could even be in the form of advertisements, want-ads, shoutouts, anything. Ex.:
Buildings were damaged and large crates containing who-knows-what rained down upon the upper East Side in a recent air crash caused when the pilot of the Gigantic airship drove through a particularly nasty spot of turbulence. Although no one died in the crash, the ship had lost its entire cargo when it collided with a building and split open. The pilot and only person aboard has not been forthcoming as to the nature of this cargo, leading authorities to believe that he may have been smuggling contraband black-market items.
[See, that's a major event happening right in the town, so everybody in the game should have SOME reaction to it
[And these ones pertain more to the East and West sides, specifically.]
Point system
Entries for each side will be judged (We'll need to pick judges who aren't submitting entries...maybe we could rotate people?). The best in each receives 3 points, runner up gets 2. Everybody who completed the mission gets 1. Incomplete entries and sit-outs get zero. Each entry that resolves an optional non-headline problem gets .5 points for each one. Then, players are ranked from highest to lowest by number of points. Each player will have two rankings, one for your side and one overall. For example, you may be #5 of the East Side but # 15 overall.
I don't want to make any rules for the judges right now. Personally, I don't want to make a rubric or anything because I think it's something you should go with your gut on, but other people in charge may think differently.
In the story, the highest ranked people are seen as the most capable and/or the most dangerous to run across. They may become notorious and well known in the story, and may be selected for secret missions. Also, whoever writes the news articles may use the higher-up ("more canon," I guess) stories as a basis for the kind of stuff they'll be writing.

I'm thinking about JUNE 1 for the beginning of the first round, to give people time to finish their intros and stuff. Also, we will need some people who are not planning to participate in the main story (you can make an NPC, though) to be scenario writers and/or judges. Each Captain could maybe submit a side story or two per round, but I think the headline should be written either by the Boss, one of the judges, or someone else not directly participating.
